Chi-Yang (Rex) Li, PhD

Rex is a chemical engineering and process safety professional with experience in process safety management, consequence modeling, fire protection, facility siting, regulatory compliance, and quantitative risk assessment. He has worked on projects involving PHA, HAZOP, LOPA, incident investigation, process safety metrics, hazardous-material code compliance, and toxic and flammable dispersion modeling.
He has nearly four years of experience as a Process Safety Engineer, during which he led multidisciplinary PHA teams, facilitated HAZOP and LOPA studies, performed consequence modeling and engineering calculations, and developed risk-reduction recommendations for industrial facilities. He also conducted process safety inspections at petrochemical and manufacturing facilities, investigated facilities that had experienced catastrophic incidents, applied API RP 754 process safety metrics, and delivered more than 20 technical training sessions on process safety management, PHA, incident investigation, and process safety performance.
Rex currently provides process safety consulting support for chemical and industrial facilities. His experience includes conducting IFC and IBC code-compliance gap assessments, supporting EPA Risk Management Plan submissions, performing shelter-in-place and facility-siting analyses, evaluating fire-protection systems, developing consequence-analysis approaches for energy storage systems, and providing litigation and expert-witness support.
Rex has a research background in computational fluid dynamics, machine learning, fire testing, and dispersion modeling. His work has included modeling high-pressure CO2 pipeline releases, evaluating LNG pool-fire impacts on structural members, predicting flammability limits and safe operating regions, and developing data-driven tools for chemical-release consequence assessment. He holds a Ph.D. in Chemical Engineering and a Master of Science in Safety Engineering from Texas A&M University, as well as a Bachelor of Science in Chemical Engineering from National Taiwan University.
